Path problems for wheelchair user

I am a resident of Wisbech and also a wheelchair user.
I regularly go into the town centre with one of my carers and am finding it increasingly difficult to travel along the pathways safely as a number of cars are parking half on the path making the already narrow pathways nearly impossible to walk on.

If that was not bad enough irresponsible dog owners are not clearing up after their dogs leaving unpleasant deposits on several pathways which however careful I am, I still manage to get some on my wheels.

Also I wish the council to note that not only are our roads in a state with potholes our pathways are not much better.
