Case of poor planning

I have recently read a full page advert, paid-for by the council tax, I assume, saying Fenland District Council is having the Clarkson Memorial restored to its former glory. It is now surrounded by scaffolding.
This appears to be a case of very poor planning. With the Rose Fair only a couple of weeks away, the most distinct monument in the town will not be seen by the thousands of visitors.

Is this some sort of cunning plan to encourage visitors to go and look at that white elephant called The Boat House that FDC have spent so much public money on?

Why on earth didn’t they wait until after the Rose Fair before starting work on the Clarkson Memorial?

So much for promoting tourism in the town.

All FDC appear to promote is themselves judging by the number of self-penned articles appearing in some local papers over the last 12 months.
