Is long wait to be the norm?

I have needed to get a blood test for a hospital appointment.
Last Monday I visited the pathology department at Wisbech Hospital to get this done, only to be confronted by a sign advising me that the wait would be at least one hour!

I called again last Tuesday – same sign, same waiting time. As I don't particularly want the extra expense of driving to King's Lynn and paying an extortionate parking charge I was left with little alternative but to queue for a minimum of one hour.

I have to ask – is this going to be the norm in the future, or is this just a temporary hitch to the normal efficient process it has always been in the past?
