THERE is a lot of controversy as to who and what should be on pavements.
Cyclists? Does a five year-old with mum have to be on the road?

What about a ten year-old, children on scooters, or on three-wheel trikes, mums with large prams, disabled scooters, personal shopping trolleys, postmen, skates?

It is a very long list, common sense is the answer. When these laws were made, life was very different than today, we don't insist on a man with a red flag in front of every car.

There can be no fixed rule that fits all occasions.

I believe that the EU made a directive that provides cycle routes. So where are they?
