Talks on plan for old cinema
AN application for a premises licence for the Empress Cinema at Chatteris is due to be discussed by district councillors on April 1.
Vivian Salisbury wants to turn a disused showroom on the ground floor and former cinema on the first floor into what he has decribed as a much-needed venue for young and old.
His plans for part of the premises at 9A Park Street are for a wine bar with kitchen, toilet, cellar and function room facilities on the ground floor. The first floor proposal is for a terrace area, bar, dance floor, seating area and toilets.
Mr Salisbury is looking to have entertainment such as amplified live music, discos, karaoke and background music.
The proposal has sparked concerns from several local residents and also from Chatteris Acting Sergeant Stuart Hurst.
Police are asking for door supervision, CCTV monitoring and conditions relating to people drinking outside. They have asked for no drink or refreshments to be consumed in the outside areas after 9pm.
Mr Salisbury has said staff are to be trained with regard to the supply of alcohol and SIA registered staff will be used when the function room is being used, or at any other time deemed necessary.
There will be 24-hour video surveillance on all exits and the street and measures will be taken to control outdoors noise.
Objectors are concerned about noise disturbance at unsocial hours, noise in the summer from the outdoors, unruly or anti-social behaviour and they are not happy about an entertainment and alcohol licence for these premises in a conservation area.
The application is due to be discussed by Fenland Council's licensing committee meeting at the South Fens Business Centre in Chatteris.
