A landlord who failed to ensure a Wisbech house had a working heating system has been fined £4,000 for failing to comply with improvement notices.

Nicholas Young, of Admiral’s Drive, Wisbech, pleaded guilty to two offences under the Housing Act 2004 at King’s Lynn Magistrates Court on Wednesday, February 24.

He admitted failing to ensure that there was proper heating in the house at Sefton Avenue, Wisbech, due to an inoperative boiler. Other hazards included damp and mould resulting from leaks from an extension roof and the risk of falls on the stairs because there was no handrail.

He was also ordered to pay £75 costs and a £200 victim surcharge.

The case was brought by Fenland District Council.

Caroline Humphrey, of Orchard View, Leverington, pleaded not guilty to eight alleged offences under the Act relating to the same property.

Two of her alleged offences are for failing to comply with an improvement notice. The other six are for failing to comply with the management of houses in multiple occupation regulations.

Her case was adjourned for trial at King’s Lynn Magistrates Court on April 6.
