Upgrade of office building for Network Rail in March will 'improve running of the railway' in Anglia region

Plans to demolish and build a new office facility close to March station will help improve the running of the railway in the Anglia region.

That's the claim made in a letter supporting an application by Network Rail to demolish the existing maintenance delivery unit building and facilities adjacent to the rail crossing in Station Road.

The letter written by David Brierly, town planner with Network Rail, says: "This proposal is to support the operational railways requirements following railway improvement works in the Fenland and Greater Cambridgeshire area."

March station has just undergone a major revamp over the last two years, by Greater Anglia including redevelop to create an open-plan ticket hall and waiting area, with accessible modern toilet facilities and retail outlets, and a bigger, upgraded car park.

Mr Brierly explains that Network Rail has a statutory duty to maintain and enhance the operational railway and its assets, ensuring the provision of a safe operational railway.

He says: " As part of Network Rail’s commitment to deliver a safer, more reliable, and efficient railway for its customers, we are undertaking a significant portfolio of infrastructure maintenance and enhancement works within the Anglia Route.

"Network Rail are proposing the installation of this maintenance delivery unit redevelopment office and supporting facilities building to improve operational facilities in Anglia, so as to improve the running of the operational railway and deliver on Network Rail’s objective to Put Passengers First (PPF)."

He adds: "The Network Rail Anglia Route operations team's existing accommodation has aged and has been outgrown by the needs of the frontline staff working out of existing life expired maintenance delivery units. A sustainability driven project has allocated funding during the Network Rail five-year business plan to improve the accommodation of our facilities across Anglia route.

"The outcome of this project will be a more effective working environment for maintenance delivery unit staff, including welfare facilities."

Mr Brierly continues: "The project remit for each maintenance delivery unit scheme requests the redevelopment and design of a new accommodation and supporting facilities building.

"The March maintenance delivery unit, to the east of March Station, is included in this, wider, project remit for the installation of new accommodation building and renewed provision of existing facilities due to the strategic importance this location and Station has along the wider Anglia Railway Route, to the east of March station, is included in this, wider, project remit for the installation of new accommodation building and renewed provision of existing facilities due to the strategic importance this location and station has along the wider Anglia Railway Route."

He points out that Network Rail's statutory powers means planning permission is granted by virtue of planning laws but they have to submit details of the design and siting of the proposed works to Fenland District Council for prior approval.

But the council cannot refuse approval without good cause such as the external appearance would injure the amenity of the neighbourhood.

But Mr Brierly argues that it is considered the new building would not "by reason of design be detrimental to the surrounding amenity."
