Plans go in once more for 26 homes on Fenland village site




A developer is hoping it will be second time lucky after re-submitting plans to build 26 homes on a site in a Fenland village.

Mark Stone has reapplied to build the houses, which will include seven affordable homes, on land adjacent to 96a Westfield Road, Manea.

The new application comes just months after a previous application was refused by Fenland District Council's planning committee because there was no draft section 106 agreement associated with the plans, no ecological survey of the site and because it was out of character with the built up form of this area of Westfield Road.

However, a design and access statement drawn up by March-based Morton and Hall Consulting Ltd says this latest application includes both an ecological survey and a draft section 106 agreement, which would see payment of £2,000 per dwelling - £52,000 in total - towards village amenities - plus the seven affordable homes.

The report, submitted in support of the application, adds: "It is our professional opinion that this development is not out of keeping and appearance with the character of the area of this section of Westfield Road.

And concludes: "This resubmission for the outline planning application overcomes two reasons for the refusal with a draft section 106 agreement submitted together with an ecological report.

"further details have been added to the design drawing, widening footpaths to 2m as requested by highways officers. The planning officer has confirmed that in the previous application 26 residential dwellings could be accommodated on this site."

The previous application saw numerous letters of objection as well as a good number in support of the plans

However, the parish council was opposed to the plans because members felt that although within the site lies within the village's designated plan, the proposal was over development.

The council also raised concerns about the fact the site is largely greenfield and also over the disposal of sewage and foul water from the development.
