Provisional driver Wisbech was caught drug-driving and without supervision




A provisional driver who was pulled over by police for hitting a kerb was subsequently found to be drug-driving.

William Camplin, 35, of Harrys Way, Wisbech, appeared before magistrates in King’s Lynn on Thursday, when he admitted to a total of three offences: drug-driving, driving without a full licence and driving without insurance.

Prosecutor Stephen Munton told the court that on November 3 last year, police officers were on duty on West Road in Wisbech at around midday.

While on duty, they observed Camplin driving a BMW and saw him “scuffing a kerb” while passing another car.

Officers tried to stop Camplin but he kept driving into Wisbech.

Half an hour later, the defendant was spotted driving again, this time with a passenger in the vehicle with him.

Police pulled him over for the earlier incident and then found out that he does not have a full driving licence – and could smell cannabis in the car.

Camplin was arrested and a drugs test was carried out which came back with a reading of 2.9mcg of cannabis per litre of blood. The legal limit to drive is 2mcg.

Camplin was described as a man of previous good character with no convictions on his record.

Mitigating was Elizabeth Symonds, who said that Camplin had gone out in his car unsupervised to get lunch from Tesco.

“He fully admitted to having some cannabis, he had it the night before,” she said.

“He wished he waited for his friend to come with him so he could drive legally.”

Magistrates, led by William Hush, banned Camplin from driving for 12 months and fined him £250 for drug-driving.

He was also fined an extra £100 for having no insurance and was ordered to pay a £140 victim surcharge fee and court costs of £105.
