March policing: why has it taken coronavirus to get them patrolling?

Last Monday, a police car driven by a solitary officer prowled up and down Station Road in March, even venturing into some side streets.

I imagine they were searching for arch non-social distancing criminals.

I wonder where patrolling police have been these past years, or how quickly they would respond to a report of burglary.
